Invitation to submit expression of interest from consulting firms
The Government of the Republic of the Union of Myanmar has been identifying the economic potentials to contribute to the country’s economic development and is committed to develop Kyauk Phyu Special Economic Zone in Rakhine State. The new SEZ law includes free trade zones, tax incentives and other attractive offers for the investors.
The Bids Evaluation and Award Committee (“BEAC”) was mandated by the Government to select and appoint the consulting firm and the developer(s) for the Kyauk Phyu SEZ.
In the framework of the development of Kyauk Phyu SEZ, the BEAC now invites Expression of Interest from consulting firms for the services to develop comprehensive strategy for promoting Kyauk Phyu SEZ in line with international norms including marketing strategies, in consultation with BEAC to prepare tender documents for the potential devel- opers, to assist BEAC in evaluation and selection process from the technical aspect. In addition, the consulting firm is required to oversee project management during implementation stage.
The Expression of Interest shall be contained, but not limited to, the following information.
- range of relevant consulting services offered
- track record and experiences of the firm in similar assignments including a list of major clients
- served (experiences in assisting tendering process for similar projects, preferably for SEZ Developments)
- qualifications and experiences of relevant professionals in similar projects and technical personnel currently maintained and
- other relevant information
The Expression of Interest in original and duplicate copies shall be submitted to:
the BEAC Office, Kyauk Phyu SEZ Management Committee, Ministry of Rail Transportation, Building No. (29) Nay Pyi Taw, Myanmar not later than 14:00 hrs, 24 September 2013. The BEAC will announce the selection criteria and other relevant information by 1st October 2013.

Interested Consulting Firms may obtain further information from the BEAC at the above office address or at www.kpsez.org from 5 October 2013 to 18 October 2013 during office hours. The interested consulting firms shall submit the detailed proposal by 19 November 2013 with non-refundable submission fee of 1,000 USD (one thousand US dollar).
