The Ministry of Communications and Information Technology of the Republic of the Union of Myanmar (MCIT) is seeking comment on the proposed rules relating to licensing, interconnection and access, spectrum, numbering, and competition. The proposed Rules implement the Telecommunications Law of 2013 and set out the framework that the MCIT and the Postal and Telecommunications Department propose to follow with regard to the above-mentioned subject areas.

Pursuant to Section 88 of the Telecommunications Act of 2013, the Ministry of Communications and Information Technology of the Republic of the Union of Myanmar (MCIT) today issued a public consultation inviting interested parties to submit comments regarding the proposed rules for the telecommunications sector relating to licensing, interconnection and access, spectrum, numbering, and competition. This is part of the Republic of the Union of Myanmar’s continued efforts to liberalize the telecommunications sector.

Comments must be in writing and received by MCIT no later than 17:00 Yangon Time on Monday, 2 December 2013. MCIT reserves the right to disregard any comments or other documents received after this deadline. All commenters must include their personal or company names, postal address, contact telephone number(s) and email address in their submissions.

All comments and documents submitted to MCIT shall be made publicly available, subject to reasonable requests for confidential treatment. Commenters seeking confidential treatment of any document or portion of a document should indicate so clearly, along with the reasons for requesting confidentiality. It is at MCIT’s discretion to grant or deny confidential treatment. If MCIT refuses a request for confidentiality, the commenter may choose to withdraw the document or delete the portion of the document for which confidentiality was requested within three business days of MCIT’s refusal.
