The Ministry of Electric Power has received financing from the World Bank toward the cost of the Electric Power Project, and intends to apply part of the proceeds for consulting services plans to build a105 MW Combined Cycle Gas Turbine (CCGT) Power Plants at Thaton, Mon State, Myanmar. MEPE invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. The consulting services (“the Services”) include the following scopes:

1. Project Management
2. Design Audit and Construction Supervision
3. Testing and Commissioning
4. Training and Capacity Development
5. Environment and Social Management
6. Contract Administrative/Financia1 management

The Myanma Electric Power Enterprise (MEPE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortfisting criteria are:
1. The firm should have the general experience in power plant engineering and construction management for at least twenty five (25) years.

2. The firm should have provided consulting services involving design audit and construction supervision for at least two CCGT projects with the capacity of 100MW or over that the firm has successfully competed in the last 10 (ten) years; and

3. The firm should have experience of working in the Client’s country or similar country environment.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality Cost-based Selection (QCBS) method set out in the Consultant Guidelines.
