The Republic of the Union of Myanmar has received financing from the World Bank toward the cost of the Ayeyarwady Integrated River Basin Management (AIRBM) Project. Directorate of Water Resources and Improvement of River Systems (DWIR), Ministry of Transport and Communications (MOTC), is the implementing agency of the AIRBM through the Project Management Unit (PMU) established under the supervision of DG of DWIR, and intends to apply part of the proceeds for consulting services. The Project Management Unit (PMU) now invites expressions of interest from qualified candidates for the below positions. Interested consultants must provide their updated curriculum vitae, indicating personal and technical skills, qualifications and experience in similar assignments. In submitting their expressions of interest, consultants are kindly requested to indicate the positions they apply and the reference numbers stated below.

  1. National GIS Specialist (C1.11.a)
  2. National Water Resources Engineer (C1.11.b)
  3. National Resource Economist (C1.11.c)
  4. National Environmental Scientist (C1.11.d)

Desired skills, qualifications and experience for each of above position are as follows, further details on the positions are provided in the annexes:

  1. National GIS Specialist (C1.11.a)

(a) At least a Masters degree in Geographical Information Systems, Spatial data analysis or similar field;

(b) At least 8 years of professional experience in the collection, processing and visualization of geo-spatial information, including geo-referencing statistical data, and the preparation of map products;

(c) Proven experience with GIS software such as ArcGIS, Mapinfo or open mapping software such as QGIS.

(d) Working knowledge and experience with the Ayeyarwady Basin is highly desirable;

(e) Experience working with Myanmar government and NGO organizations involved in Geospatial analysis would be an advantage;

(f) Fluent in English and capacity to discuss in English technical subject matters, and

(g) Good strategic thinking, listening, and communication skills.

  1. National Water Resources Engineer (C1.11.b)

(a) At least a Masters degree in Water resource, civil or river engineering or similar field;

(b) At least 8 years of professional experience in water resource assessments, hydrological analysis, water resource planning and hydrological modelling;

(c) Experience in the design of water infrastructure (reservoirs, pipelines, irrigation headworks and canals) or a working knowledge in their operations would be an advantage;

(d) Working knowledge and experience with the Ayeyarwady Basin is highly desirable;

(e) Experience working with Myanmar government and NGO organizations involved in water resource management would be an advantage;

(f) Fluent in English and capacity to discuss in English technical subject matters, and

(g) Good strategic thinking, listening, and communication skills.

  1. National Resource Economist (C1.11.c)

(a) At least a Masters degree in Resource, Environmental, Macro-economics or similar field;

(b) At least 8 years of professional experience in social or economic assessments, including the development of socio-economic baselines, statistical analysis of environmental parameters, or involvement in ESIAs, SEAs or CIAs ;

(c) Experience in the development of a State of the Basin report or a basin plan would be an advantage;

(d) Working knowledge and experience with the Ayeyarwady Basin is highly desirable;

(e)Experience working with Myanmar government and NGO organizations involved in social development or economic management would be an advantage;

(f) Fluent in English and capacity to discuss in English technical subject matters, and

(g) Good strategic thinking, listening, and communication skills.

  1. National Environmental Scientist (C1.11.d)

(a) At least a Masters degree in Environmental Sciences, Natural Resource Management or similar field;

(b) At least 8 years of professional experience in environmental assessments or natural resource management, including the development of environmental baselines, statistical analysis of environmental parameters, and involvement in ESIAs, SEAs or CIAs

(c) Experience in the development of a State of the Basin report or a basin plan would be an advantage;

(d) Working knowledge and experience with the Ayeyarwady Basin is highly desirable;

(e) Experience working with Myanmar government and NGO organizations involved in environmental and natural resource management would be an advantage;

(f) Fluent in English and capacity to discuss in English technical subject matters, and

(g) Good strategic thinking, listening, and communication skills.

The Services are expected to be carried out over a period of 12months with the possibility of extension. The location of work will be the newly formed Hydroinformatics Centre (HIC) housed at the DWIR office in Yangon, Myanmar.
