INVITATION FOR BIDS (IFB) The Republic of the Union of Myanmar Modernization of Public Finance Management Pre-Fabricated Data Center Facilities – Supply, Installation and Commissioning of Pre Fabricated Data Center Facilities IFB No: MPFMp-MIAs-ICB-GS101
1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on February 27, 2014.
2. The Government of the Republic of the Union of Myanmar has received financing in the amount of Credit for US$30 million from the World Bank and a Grant for US$25 million from UK and Australian governments towards the cost of Modernization of Public Finance Management Project (MPFMp) and it intends to apply part of the proceeds to payments under the agreement(s) resulting from this IFB: Supply, Installation and Commissioning of PreFabricated Data Center Facilities (Hardware, Software and Associated Services) IFB No: MPFMp-MIAs-ICB-GS101.
3. The Ministry of Planning and Finance of the Republic of the Union of Myanmar serves as the implementing agency for the project now invites sealed bids from eligible Bidders for the Supply, Installation and Commissioning of PreFabricated Data Center Facilities (Hardware, Software and Associated Services such as training and technical support).
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January 2011, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum key qualification criteria:
(a) The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
– Average Annual Turnover of the Bidder should be not less than US$ 9 Million or equivalent, for the recent three (3) (2013, 2014, 2015) years.
– Access to liquid assets (cash flow) of at least US$1 Million.
– In case of Joint Venture, which are jointly and severally responsible for contract execution, the amount with regard to Turn-over requirement may be combined and averaged for the recent three (3) (2013, 2014, 2015) years, however one member of the JV must meet at least 50% of the requirement; and with regard to Cash flow requirement may be combined, however one member of the JV must meet at least 50% of the requirement.
(b) Technical capability:
(i) The Bidder (prime) should be an established Information Technology Company/ IT System Integrator and should have been in the business in the World for a period of five (5) years.
(ii) The Bidder should have commissioned and installed at least two Data Center projects or similar project with similar complexity during the last five (5) years.
(iii) The Bidder should confirm the existence or provide a detailed plan for the establishment of warranty (service centers) on the territory of the Republic of the Union of Myanmar, for the equipt authorized by manufacturer, to provide warranty service & technical support for the following delivered equipment: Workstations, Server hardware, Switches, Diesel Generators, UPSs, Fire suppression system, & Air-conditioning system.
5. Interested eligible Bidders may obtain further information from Ministry of Planning and Finance of the Republic of the Union of Myanmar and inspect the bidding documents at the address given below from 09:30 – 12:30 and 13:30 – 16:30 hours, Monday to Friday. A pre-bid meeting will be held on 05 July 2016 at 14.00 hours at the address mentioned below.
6. The Bidders will receive a complete set of bidding documents in English upon submission of the written application to the Ministry of Planning and Finance of the Republic of the Union of Myanmar at Nay Pyi Taw during office hours from 09:30-12:30 and 13:30-16:30 hours, Monday to Friday, except public holidays. As an alternative, the set of bidding document in pdf format may be sent to interested Bidders upon submission of a written application to Ministry of Planning and Finance of the Republic of the Union of Myanmar by email: pcaumm@mptmail.net.mm, cc zawnaing652011@gmail.com, sukumarshep@gmail.com, mmt.budget@gmail.com .
7. Bids must be delivered to the address below at or before 14:30 hours, on 19 August 2016. The Bids need to be secured by a Bid Securing Declaration in the form available in Section VII of the bid document.
8. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 14:30 hours, on 19 August, 2016.
9. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder, and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
10.The Prefabricated data centers are to be delivered beginning Nov 2016, to the agencies as follows, & completed by Mar 2017:
1. Prefabricated data center for the Budget Department. 2. Prefabricated data center for the Internal Revenue Department
3. Prefabricated data center for the Planning Department. 4. Prefabricated data center for the Myanma Economic Bank
5. Prefabricated data center for the Office of the Auditor General of the Union. 6. Upgrading of Data Center of LTO/MTOs.
11.The first data center should be in place, fully tested, operational, and satisfactorily commissioned, before the second to the last ones are delivered.
