Yangon Mayor proposes YCDC “privatization” bill

Yangon’s Mayor Maung Maung Soe submits a bill that will facilitate the transformation of parts of the city’s management into business enterprises.

He submitted the bill on February 2nd’s session of Yangon Region Parliament, where he claimed that the bill will allow seven authorities (groups) and the privtization of departments across three major sectors within the Yangon City Development Council (YCDC).

This is the second time the mayor submitted the draft to the parliament after several adjustments were made to the 32 Sections long bill.

Maung Maung Soe claimed that Yangon must prepare for the eventuality that Yangon will become a “Mega City” at the latest by 2040 which is predicted to house at least 10 million people by then.

“As more and more of the population moves into Yangon, current extant issues such as squatter slums, lack of access to drinkable water, stealing of said water, traffic issues and dangers, electricity, unlicensed construction activities, pollution is just a few among many. It leads on and spreads to other critical sectors such as public health and safety, the economy, education and so on. These issues plague the city, stunting the growth of the city and keeping us confined in an endless loop of misery,” said Maung Maung Soe.
