The Republic of the Union of Myanmar has received financing from the International Development Association (IDA) in the form of a loan toward the cost of Myanmar Southeast Asia Disaster Risk Management Project. The Yangon City Development Committee (YCDC), an implementing agency for the Project, intends to apply a portion of the proceeds of this loan for Consulting Services.

YCDC wishes to invite eligible Individual Consultant to express his/her interest in providing his/her services as International Financial Management Consultant.

The International Financial Management Consultant shall be responsible for inter alia: i) Assisting the Project to set up internal control system (including recording, funds flow, reporting) for the Financial Management; ii) Review, including identification of an accounting software will be suitable for the project. If so, work closely/co-ordinate with Finance team at relevant implementing agencies identify project requirements and needs, to design appropriate chart of accounts and reporting format to ensure the project’s financial reporting requirements/needs are met iii) Supervise and undertake on-the-job training and allocation of works for finance/accounting staff.

The Consultant should carry out training need assessments of the capacity of the government finance staff working on the project. Prepare an annual capacity building plan and provide trainings including formal on-the-job training; iv) Prepare /revise financial management manuals, including revising all forms when required.

It is envisaged that the services will be carried out as short term assignments (total duration: estimation 180 days) over a period of one year and renewable for a further year subject to satisfactory performance.

YCDC now invites eligible Individual Consultant to indicate his/her interest in providing the Services. Interested individual consultant must provide information indicating that he/she is qualified to perform the services: Curriculum Vitae (should include a description of education and general qualifications, similar assignments, experience in similar conditions etc. and the names, business contacts and email addresses of three referees).

The successful candidate must have (Essential Qualifications and Knowledge/Experience): 1) At least a Master degree in accounting, finance or relevant field or holding recognized accounting professional qualifications (CA, CPA, ACCA) is preferable; 2) At least 10 years of professional experience in accounting, development project accounting in donor-financed projects, with major development partners or international non-governmental organizations; 3) Experience in setting , using and training computerized accounting software; 4) Previous experience in conducting similar assignment within Asia and other regions ; 5) Must have excellent communication and inter personal skill with gender sensitivity, respect for local culture and result oriented attitude.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
