Recruitment of ADFS Specialist (International Individual Consultant)

- The Government of the Republic of the Union of Myanmar has received financing from the Asian Development Bank (ADB) for Climate Friendly Agribusiness Value Chains Sector Project (CFAVC) and intends to recruit an International Agriculture Digital Finance Service (ADFS) Specialist who has to support the Ministry of Agriculture, Livestock and Irrigation (MOALI), Department of Rural Development (DRD) to contract a qualified financial service provider (FSP) for the development and implementation of an Agricultural Digital Finance Service and assist DRD to establish and implement a community-based beneficiary identification system and supporting monitoring program.
- The ExecutingAgency now invites eligible individual consultants to indicate their interest in providing the Services for the Agricultural Digital Finance Service Specialist. Interested Consultants must provide information indicating that they are qualified to perform the services. An individual consultant will be selected in accordance with procedures set out in Guidelines on the Use of the Consultants by the Asian Development Bank and Its Borrowers (March 2013, as amended from time to time).
- Consultant must meet the following Minimum Qualification Requirements: (i) Master’s degree in finance, commerce, economics or equivalent with at least 10 years of relevant working experience in emerging economies; (ii) Familiarity with: (a) rural financial service delivery in emerging economies; (b) digital financial services; and (c) financial services monitoring and evaluation; and (iii)At least 5 years of professional experience in digital finance, banking, micro finance, and telecom, preferably in Asia.

- Expressions of Interest (EOI) and Curriculum Vitae must be submitted through the Asian Development Bank Consultant Management System (ADB CMS) website not later than 5th November 2019. - The Ministry of Agriculture, Livestock and Irrigation (MOALI) reserves the right to accept or reject any EOI, and to annul the Selection of Consultants process or reject EOIs at any time prior to contract award, with or without thereby incurring any liability to the affected individual consultants.
