The Government of the Republic of the Union of Myanmar has received financing from the World Bank toward the cost of the South East Asia Disaster Risk Management Project, and intends to apply part of the proceeds to finance the consulting services for developing and implementing beneficiary studies for the monitoring and evaluation (M&E) activities under the Myanmar Southeast Asia Disaster Risk Management (MM-SEADRM) Project.

The objectives of this assignment are to: (i) gather and/or verify basic information and data in the Project Appraisal Document (PAD) for monitoring of the flood risk reduction investments and the Results Indicators via a baseline study; and (ii) measure the impact of Project interventions using indicators in the Results Framework via a beneficiary survey.

The Consulting Services (“the Services”) shall consist of carrying out a baseline study and beneficiary survey for the M&E of MM-SEA DRM Project. More details can be seen in the Terms of Reference.The Finance and Accounts Department of Yangon City Development Committee will be implementing the Project and now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide specific information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short listing criteria are: (i) Core business of the Consultant includes M&E and the Consultant has been in business for more than 10 years; (ii) Experience of more than 8 years in carrying out a baseline study and beneficiary survey for more than 3 similar projects; (iii) Experience in 1 or more projects funded by Word Bank and/or other donor; (iv) Experience in Myanmar or Southeast Asia; and (v) Consultant’s organization,administrative strengths, and staffing.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 and revised in July 2014. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The “association” may take the form of a joint venture or a sub-consultancy. In case of a joint venture (JV), all members of the JV will be evaluated jointly for the purpose of short-listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub-consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short-listing.
